In Monster Hunter Outlanders, set skills are effects that add extra levels to existing skill levels when activated.
For example, if a set skill with an Earplugs effect is activated, the equivalent of Earplugs +3 is added.
If Earplugs Lv2 is already active from your armor, the set skill bonus is added on top of it, and it is treated as Earplugs Lv5.

This seems like something worth taking into account when calculating skills in a skill simulator.

Set skills with the same effect can also stack with each other. However, even if you equip four pieces from the same set, the set skill does not activate twice. It only activates once.
Also, the final skill level stops at the normal maximum level. For example, Earplugs can only go up to Lv5, so it will not go beyond that.
Basic Set Skill Mechanics

For now, it seems safe to understand them as bonus skills that activate when equipping two pieces from the same armor series.
When a set skill activates, it adds levels to the corresponding existing skill.
The activation rules seem to work as follows.
- They are added on top of skill levels already activated by your armor.
- Set skills with the same effect can also stack with each other.
- Skill levels stop at their normal maximum level.
- Equipping four pieces from the same series does not activate the same set skill twice.
As of the beta test, there were also some skills that only existed as set skill effects.
There were also cases where the wording differed from actual skill names, making it unclear whether they were similar skills or should be treated as the same thing.

Current Interpretation
Set skills seem more like additional skills used to reinforce your armor skill setup, rather than special effects that work entirely on their own.
In particular, set skills that add the equivalent of +3 to offensive skills, elemental attack skills, or shot-type boost skills may have a significant impact on armor building.
For example, equipping two pieces of the Kadachi series adds Thunder Attack Boost +3.
Also, by combining set skills with the same effect, it may become easier to reach a skill’s maximum level with fewer armor skill points. This means it may be possible to cover heavier skills by using two-piece set bonuses from different series.
On the other hand, skill levels themselves still stop at their normal maximum level. Even if the total value exceeds the level cap after including set skills, no additional effect will be gained beyond that limit.

Basically, you activate two different two-piece set skills, then leave the last armor slot free.
Which two set skill slots you use will probably depend on your weapon.
